RS Khatian Online System in Bangladesh | RSK


Earlier, peoples were able to collect different records of land such as SA, CS, BRS Copy / Porcha / Khatian / Certified copies etc from the Union Parishad Digital Center after a week of application. But now people will be able to get the PDF copy of RS Khotian of land in just 5 minutes through online. The Land Ministry of the Government of Bangladesh has recently launched this online system.

Khatian is a type of document about the land identity. The official document containing the details of the land which is prepared by the government survey is known as Khatian. In Khotian there is a clear description of the landowner's name, father's name, address, ownership details, land area, name of mouza, serial number (JL number), boundary, land category, occupier's name, portion, etc. When a copy of Khatian is made on a separate paper sheet is called Porcha.

The Khatina is a very important land related document. If anybody wants to buy land then he must verify the design made during the survey, exact land area, mouza, khatian and daag (plot) numbers. The buyer must verify the porcha. After purchasing any land the khatian / porcha may be required any time. Any problem with the Khaitan or Porcha may hinder the ownership sale of land. So any problem with this kind of documents must be fixed. Identification of land is required to determine the ownership which is very important. Khatiyan is required to collect pay development tax, proof of occupation, transfer, ease of dispute settlement, preserve land ownership history, share land, account, class, etc for the purpose of verification of land sale.

The previous method of withdrawal of Khatian in Bangladesh:
Earlier after applying at the district land head office, it took about one to two months to get a handwritten certified Khatian copy after inspection. Brokers or intermediaries took this opportunity to deliver Khotians for money. They used to get hundreds of thousands of money from ordinary people who need that important document.

In order to relieve the sufferings as a pilot project the Assistant Deputy Commissioner of Jessore Mr. Mustafizur Rahman took initiative to provide land khatian / porcha through online application. After success of this pilot project in Jessore, later in November of the same year, initiatives were taken to provide the service through counters, server room setup in the remaining 63 districts of Bangladesh. In that case, the applicant had to go to the district land headquarters.

Next year the application process started from the Information Service Center of the Union Parishad digital center. Later the E-Land Record Service (ELRS) system was introduced as a pilot project in thirty Union Information Services Centers under Sirajganj district. After getting positive feedback from the users, the Ministry of Land launched the service from all the Union Parishad Digital Information Centers across the country.

The RSK (R S Khatian) method:
Although the application was made from the Union Information Service Center through ELRS system, there was not any immediate system to get the Khatian / Porcha copy. After one week it had to be collected from the Information Services Center. Considering some of the situations, the complexity and longevity of obtaining Khatian, costing, reducing broker’s problems, making geostationary services more transparent and accountable and to provide easy service which would be accessible to all, Initiatives have been taken to implement the RSK system thorough the whole country.

With the help of the a2i project under direct supervision of the Prime Minister's Office the RS Khatiyan (RSK) Online Opening Program was inaugurated at the Secretariat on February 23, 2019 with the slogan 'Hater Muthoy Khatian'. Now this service can be obtained through online at land.gov.bd or rsk.land.gov.bd or www.minland.gov.bd or via the RS Khotian mobile app.

There are approximately 61,500 mouzas (except three hill tract districts) in the country. Of these, the survey of 41,000 mouzas has been completed. Nearly 1,64,00000 RS Khotians of 32,000 Mouzar's has been uploaded online. Survey activities are an ongoing process and the remaining khatians will be uploaded soon on the server. Also after completing the survey, the final Gazette of Khotians will be uploaded. As a result people will no longer need to run at the Land Office or DC Office to get an online or certified copy of Khatian.

How to get online RSK service:
  • Just follow the steps, go to the link: https://www.land.gov.bd/pages/R-S-Khotian/
  • An online application page will appear (see the below screenshots). Select name of your Division, Districts, Upazila and Mouja from the dropdown menu.
  • Then tick on Khatian number and provide the Khatian number, or other asking information, the name of the owner or the name of the father or husband should be given.
  • After providing all of information’s, complete the sum and type the result in the box.
  • Then press the Khujun (Find) button.
  • All details of your desired RS khatian of land will appear. There will be two link buttons called 'Apply for certified copy' or 'Apply for online copy'. Select whichever you want.

Obtain certified RS Khotian copy:
  • For the certified hard copy of RS ​​Khatian, press the first button. Then a new page will appear. There will be ‘general’ or ‘urgent’ delivery mode, delivery from ‘office counters’ or by ‘post’. Select your desired options.
  • Then fill up the form with name, mobile number, NID card number, e-mail address, postal address etc.
  • Normal delivery will take five days and emergency delivery will take three days.
  • Delivery charge will not apply if khatian copy taken from office counter. In this case a fee will be charged amount of Taka 22 or 27 which is payable by UCash.
  • If you take delivery by the post office, you have to pay a total of 72 or 77 taka by UCash. After providing the fees your certified RS khatian copy will be delivered at your door step.

Obtain RS Khotian PDF copy:
  • If you want to take online PDF copy, click on the 'Apply for Online Copy' button.
  • In the page, the above mentioned same form must be filled up providing the name, mobile number NID number, e-mail ID etc.
  • Then click on the print button below. The online RS khatian copy will be open in a new page as PDF. It can be downloaded or printed.

RS Khatian service using mobile app:
  • Download the app called 'RS Khotian' from Google Play Store using your Smartphone. The app will be open when it is downloaded and installed. Now the same application system as described above will show up. Just follow the instructions and get your RS Khatian copy.

There are also tracking facilities when you applied for certified RS Khatian copy. To track your copy, go to the link: https://www.land.gov.bd/pages/R-S-Khotian link or open the app. In the Tracking Box option fill the form providing your application ID, mobile number and sum result click on the Find (Khujun) button. You will see the current location of your certified copy.
