RAJUK Land Clearance and Design Approval through Online

The number of citizens in Dhaka who have not been embarrassed to get land use clearance and design approval services for building construction is very low. According to the prevailing rules, one has to apply for design approval and land use clearance. But no one knows when the approval will come. Month after month, files move from one table to another. In some cases, the whereabouts of the file are not available. Again, the citizens were cheated on various pretexts. There is also a brokerage active around this service. Now the Capital Development Authority (RAJUK) has taken initiative to relieve the customers from this suffering. RAJUK's design approval and RAJUK land clearance is now online. They are continuing to make 100% of the service activities online.

According to the concerned officials of RAJUK, the customers suffer the most in getting design approval and land clearance for building construction in the capital. To facilitate this service, RAJUK has taken up a project called 'Urban Resilience Project: RAJUK Part'. The project has been piloted in Gulshan area with World Bank funding. Now the applicants are getting the service sitting at home. If successful, the service will be launched in other areas under RAJUK within the next six months. Citizens say that the service activities of RAJUK will create a positive image among the people. Therefore, RAJUK has to ensure that this service is not stopped due to lack of skilled manpower.

According to the RAJUK Development Control Branch, a website of 'Urban Resilience Project' was launched at a hotel in the capital on 19 September 2021 to facilitate RAJUK's services and an agreement for electronic construction permitting system (ECPS) service was signed. The agreement was signed by ABM Amin Ullah Noori, Chairman of RAJUK, Mobasher Hossain, President of Institute of Architects Bangladesh (IAB) and Shahadat Hossain Shiblu, General Secretary, Institution of Engineers Bangladesh. Now this ECPS has been piloted in RAJUK's Sub-Zone-2 of Zone-3 (Gulshan, Mirpur, Savar, Tongi) and Sub-Zone-2 of Zone-4 in Gulshan area. RAJUK's design approval and land use clearance services is now can be found online on the website.

However, RAJUK has expressed inability to provide information on how many people have applied for or received the service till October. Resident of Dhaka city said that this online service of RAJUK is positive. However, RAJUK officials and employees need to create a positive attitude towards online services. Otherwise, citizens will have to suffer to get online services.

RAJUK Director (Development Control) Mubarak Hossain said that the system has been developed with the advice of foreign companies and skilled manpower to ensure smooth service of all construction works in a short time. As a next step, this service will be launched in sub-zone-2 of zone-6. Later, RAJUK will implement this online land clearance and plan approval service in all zones and sub-zones in phases to resolve possible errors. Then everything from the application process to the solvency certificate will be completed online. Customers can take this service at home. Besides, they will be able to deposit various service fees at their convenient time and place. Banking and mobile banking systems have also been added.

According to RAJUK, the overall objective of the project is to strengthen the capacity of government agencies in the country to respond effectively to emergencies in Dhaka and Sylhet. The secondary objective is to improve the quality of new construction work in Dhaka and Sylhet, to form and operate an Urban and Resilience Unit under RAJUK, and to establish a digital electrical construction approval system.

To this end, the Urban Resilience Project seeks to create an enabling environment for centrally coordinated and locally managed disaster risk management. The Urban Resilience Project website said that RAJUK is implementing 'Urban Resilience Project: RAJUK Part' with World Bank funding. This is one of the priority projects of Prime Minister Sheikh Hasina. Through the implementation of this project, Bangladesh, especially the RAJUK area will be able to significantly deal with the risk of earthquakes and above all an active resilient unit will monitor the capital Dhaka round the clock, who will work efficiently in dealing with emergencies like earthquakes, building collapses and fires. Earlier, peoples were able to collect different records of land such as SA, CS, BRS Copy / Porcha / Khatian / Certified copies etc from the Union Parishad Digital Center after a week of application. But now people will be able to get the PDF copy of RS Khotian of land in just 5 minutes through online. The Land Ministry of the Government of Bangladesh has recently launched this online system.

Khatian is a type of document about the land identity. The official document containing the details of the land which is prepared by the government survey is known as Khatian. In Khotian there is a clear description of the landowner's name, father's name, address, ownership details, land area, name of mouza, serial number (JL number), boundary, land category, occupier's name, portion, etc. When a copy of Khatian is made on a separate paper sheet is called Porcha.

The Khatina is a very important land related document. If anybody wants to buy land then he must verify the design made during the survey, exact land area, mouza, khatian and daag (plot) numbers. The buyer must verify the porcha. After purchasing any land the khatian / porcha may be required any time. Any problem with the Khaitan or Porcha may hinder the ownership sale of land. So any problem with this kind of documents must be fixed. Identification of land is required to determine the ownership which is very important. Khatiyan is required to collect pay development tax, proof of occupation, transfer, ease of dispute settlement, preserve land ownership history, share land, account, class, etc for the purpose of verification of land sale.

The previous method of withdrawal of Khatian in Bangladesh:

Earlier after applying at the district land head office, it took about one to two months to get a handwritten certified Khatian copy after inspection. Brokers or intermediaries took this opportunity to deliver Khotians for money. They used to get hundreds of thousands of money from ordinary people who need that important document.

In order to relieve the sufferings as a pilot project the Assistant Deputy Commissioner of Jessore Mr. Mustafizur Rahman took initiative to provide land khatian / porcha through online application. After success of this pilot project in Jessore, later in November of the same year, initiatives were taken to provide the service through counters, server room setup in the remaining 63 districts of Bangladesh. In that case, the applicant had to go to the district land headquarters.

Next year the application process started from the Information Service Center of the Union Parishad digital center. Later the E-Land Record Service (ELRS) system was introduced as a pilot project in thirty Union Information Services Centers under Sirajganj district. After getting positive feedback from the users, the Ministry of Land launched the service from all the Union Parishad Digital Information Centers across the country.

The RSK (R S Khatian) method:

Although the application was made from the Union Information Service Center through ELRS system, there was not any immediate system to get the Khatian / Porcha copy. After one week it had to be collected from the Information Services Center. Considering some of the situations, the complexity and longevity of obtaining Khatian, costing, reducing broker’s problems, making geostationary services more transparent and accountable and to provide easy service which would be accessible to all, Initiatives have been taken to implement the RSK system thorough the whole country.

With the help of the a2i project under direct supervision of the Prime Minister's Office the RS Khatiyan (RSK) Online Opening Program was inaugurated at the Secretariat on February 23, 2019 with the slogan 'Hater Muthoy Khatian'. Now this service can be obtained through online at land.gov.bd or rsk.land.gov.bd or www.minland.gov.bd or via the RS Khotian mobile app.

There are approximately 61,500 mouzas (except three hill tract districts) in the country. Of these, the survey of 41,000 mouzas has been completed. Nearly 1,64,00000 RS Khotians of 32,000 Mouzar's has been uploaded online. Survey activities are an ongoing process and the remaining khatians will be uploaded soon on the server. Also after completing the survey, the final Gazette of Khotians will be uploaded. As a result people will no longer need to run at the Land Office or DC Office to get an online or certified copy of Khatian.

How to get online RSK service:

• Just follow the steps, go to the link: https://www.land.gov.bd/pages/R-S-Khotian/
• An online application page will appear (see the below screenshots). Select name of your Division, Districts, Upazila and Mouja from the dropdown menu.
• Then tick on Khatian number and provide the Khatian number, or other asking information, the name of the owner or the name of the father or husband should be given.
• After providing all of information’s, complete the sum and type the result in the box.
• Then press the Khujun (Find) button.
• All details of your desired RS khatian of land will appear. There will be two link buttons called 'Apply for certified copy' or 'Apply for online copy'. Select whichever you want.

Obtain certified RS Khotian copy:

• For the certified hard copy of RS ​​Khatian, press the first button. Then a new page will appear. There will be ‘general’ or ‘urgent’ delivery mode, delivery from ‘office counters’ or by ‘post’. Select your desired options.
• Then fill up the form with name, mobile number, NID card number, e-mail address, postal address etc.
• Normal delivery will take five days and emergency delivery will take three days.
• Delivery charge will not apply if khatian copy taken from office counter. In this case a fee will be charged amount of Taka 22 or 27 which is payable by UCash.
• If you take delivery by the post office, you have to pay a total of 72 or 77 taka by UCash. After providing the fees your certified RS khatian copy will be delivered at your door step.

Obtain RS Khotian PDF copy:

• If you want to take online PDF copy, click on the 'Apply for Online Copy' button.
• In the page, the above mentioned same form must be filled up providing the name, mobile number NID number, e-mail ID etc.
• Then click on the print button below. The online RS khatian copy will be open in a new page as PDF. It can be downloaded or printed.

RS Khatian service using mobile app:

• Download the app called 'RS Khotian' from Google Play Store using your Smartphone. The app will be open when it is downloaded and installed. Now the same application system as described above will show up. Just follow the instructions and get your RS Khatian copy.

There are also tracking facilities when you applied for certified RS Khatian copy. To track your copy, go to the link: https://www.land.gov.bd/pages/R-S-Khotian link or open the app. In the Tracking Box option fill the form providing your application ID, mobile number and sum result click on the Find (Khujun) button. You will see the current location of your certified copy.

Google recently added a new feature to its YouTube site. In addition to iOS applications, live stream access and My Subscription feeds they have added the new feature called 'YouTube Mix'. It will automatically display the user's favorite videos of the viewers.

YouTube Mix will be able to display more than 50 videos based on the likes or interest of the users. All videos will be automatically sorted by playlist according to changing status. The 'Suggested Videos' or Related Videos' will be seen on the right side page of YouTube.

In addition, videos will be automatically changed at certain times. The video that will be originally displayed on the YouTube Mix screen will be chosen based on what the user watches and what he searches.

The YouTube Mix feature is currently being tested. This feature will allow users to view randomly liked videos, scattered music players. In addition, this feature will allow users to view and like the latest or recent music videos of their favorite artists.

Today in this post I am going to tell you about various Grameenphone / GP internet packages. Personally, I am a regular internet user ! I love to use internet through my mobile phone and I am using this EDGE service from the operator first launched their internet services, (may be 2005 or 2006, that time the GP operator gave the users free internet using facility for one month). You know, I have faced some technical problems when I got a new Handset in my hand.

When in at the end of 2006, my uncle gave me a Nokia N70, I was in my home village. When I got the device in my hand, I need to activate a fair packages so I needed to compare of all the internet using packages by GP. At the beginning when I used to search, I needed too surf lots of sites for my desired information's. The N70 was the one of my handheld devices that I have used a lot of Internet MB (Megabytes), I can remember, in 2006 during the EID-UL-AZHA vacation, I have used the maximum amount of internet Megabytes from my GP SIM in 24 hours (two scratch cards, 300tk and 50tk, total 350 taka in one day !). 

What did I do using internet through mobile ? !

Anyway, may be I am getting out of my track, I have started the writing to tell you about various internet packages of Grameenphone / GP but I have started my own story !. 


Package P1 - Pay per Use (Pre-Paid):
Validity: No Validity
Charge: BD Taka 0.02/KB (+15% VAT)
Maximum use of BDT 20 in a Day, (12.00 am - 11.59 pm)
Fair Usage Policy is applicable after crossing 10 MB usage for the day.
To Activate: Type P1 and send SMS to 5000 or Dial*500*1# and follow the instructions.
To check Usage: Type VIEW and send SMS to 5000 or Dial *577*5# or *500*60#.
(From GP: You will receive SMS from GP after crossing 10MB uses of the day). 

Package P1 - Pay as you Go (Post-Paid):
Validity: No Validity
Charge: BDT 0.02/KB (+15% VAT)
To Activate: Type P1 and send SMS to 5000 or Dial *500*1# and follow instructions.
(From GP: strongly recommends its valued postpaid subscribers who use smart phones [e.g. Apple i-phones, Android handsets like Samsung Galaxy, HTC or Windows phones] to avoid using the Postpaid P1 package considering the fact that these smart devices initiates internet sessions in the background to synchronize & update different applications. It is recommended that Smart phone users take the Package - Minipack 99MB and above.)

Package 1 MB (Pre-Paid and Post-Paid):
With 2MB free data and 2 MMS (GP-GP) at BDT 2.50 (+15% VAT)
Validity: 2 Days
To Activate: Type 1MB and send SMS to 5000 or Dial *500*11*1# and follow instructions.
To check Usage: Type VIEW and send SMS to 5000 or dial *500*60#.
After crossing 2MB limit: data gets expired before the expiration of the validity of 2 days, customer will still be able to enjoy internet at BDT 0.01/10KB without VAT and can continue browsing, along with the 2 MMS. Similarly, if 2 MMS is used up before expiration validity of 2 days, the data amount will be available till the expiration date.
(From GP: After the expiration of the validity period, if the customer has sufficient cash balance/credit limit in his/her account, Minipack 1MB will be renewed automatically. If the customer does not have sufficient account balance within that time frame, 1MB will be deactivated and the customer has to re-activate 1MB again to use it after recharging. To stop the auto renewal feature, customers will have to type Off and send it to 5000. Volume will be carried forwarded while auto renewal for only prepaid customers. Postpaid customers will not have the carry forward feature for the remaining volume. Customers will receive usage notification SMS after crossing 100% of the allotted 2MB volume). 

Package 3MB (Pre-paid and Post-paid):
With 3MB Data and 3 MMS (GP-GP) at BDT 9 (+VAT)
Validity: 7 days
To activate: Type 3MB and send SMS to 5000 or dial *500*10*1# and follow instructions.
To check usage: Type VIEW and send SMS to 5000 or dial *500*60#.
After crossing the limit User will still be able to enjoy internet at BDT 0.01/10KB without VAT and can continue browsing, along with the 3 MMS. Similarly, if 3 MMS is used up before expiration validity of 7 days, the data amount will be available till the expiration date.
(From GP: After expiration of the validity, if the customer has sufficient cash balance/credit limit in his/her account, Minipack 3MB will be renewed automatically. If the subscriber does not have sufficient account balance within that time frame, 3MB will be deactivated and the subscriber has to re-activate 3MB again to use it after recharging. To stop the auto renewal feature, subscriber will have to type Off and send it to 5000. Customers will receive usage notification SMS after crossing 100% of the allotted 3MB volume.)

Package 15MB (Post-paid and Pre-Paid):
With up to 15MB at BDT 29 (+15% VAT)
Validity: 15 Days
To Activate: Type 15 and send SMS to 5000 or Dial *500*7*1# and follow instructions
To check usage: Type VIEW and send SMS to 5000 or dial *500*60#
After expiration of 15MB: subscribers will be charged as BDT 0.01/10KB without VAT.
(From GP: After 15 days, if the subscriber has sufficient cash balance for prepaid or credit limit for postpaid, Minipack 15MB will be renewed automatically. If the subscriber does not have sufficient credit limit or account balance, 15MB will be deactivated and the subscriber has to activate 15MB again to use it after recharging. To stop the auto renewal feature, send SMS Off to 5000. You will receive usage notification SMS after crossing 50% and 80% of your allotted 15MB volume.) 

Package 99MB (Post-paid and Pre-paid):
With up to 99MB at BDT 99 (+15% VAT)
Validity: 15 Days
To Activate: Type 99 and send SMS to 5000 or Dial *500*9*1# and follow instructions. 
To check usage: Type VIEW and send SMS to 5000 or dial *500*60#.
After expiration of 99 MB: subscribers will be charged as BDT 0.01/10KB without VAT.
(From GP: After 15 days, if the subscriber has sufficient cash balance for prepaid or credit limit for postpaid, Minipack 99MB will be renewed automatically. If the subscriber does not have sufficient credit limit or account balance, 99MB will be deactivated and the subscriber has to activate 99MB again to use it after recharging. To stop the auto renewal feature, send SMS Off to 5000. You will receive usage notification SMS after crossing 50% and 80% of your allotted 99MB volume.)

Package 1GB - P6 (Post-paid and Pre-paid):
With an internet offer of 1 GB per month at BDT 300 (+15% VAT)
Validity: 30 Days
To Activate: Type P6 0r 1GB and SMS to 5000 or Dial *500*6*1# and follow instructions
To check Usage: Type VIEW and send SMS to 5000 or simply Dial *500*60#.
After expiration of 1GB, subscribers will be charged as BDT 0.01/10KB without VAT
(From GP: After expiration of the 30 days validity, EDGE P6 will be auto renewed only if sufficient Cash Balance for prepaid or Credit Limit for postpaid remains in subscriber’s account. Auto-renewal feature will be set as default for any subscriber who activates EDGE P6 .If subscriber doesn’t want to Auto-Renew EDGE P6, then Type “OFF” and send to 5000. If sufficient Cash Balance or Credit limit is not available during auto-renewal then EDGE P6 will be discontinued. After recharging with sufficient balance, the subscriber has to activate P6 again. You will receive usage notification SMS after crossing 50% and 80% of your allotted 1GB volume. A prepaid subscriber can repurchase P6 within the validity period and the remaining data volume is carried forward with the new P6 data volume.)
