RAJUK Land Clearance and Design Approval through Online

The number of citizens in Dhaka who have not been embarrassed to get land use clearance and design approval services for building construction is very low. According to the prevailing rules, one has to apply for design approval and land use clearance. But no one knows when the approval will come. Month after month, files move from one table to another. In some cases, the whereabouts of the file are not available. Again, the citizens were cheated on various pretexts. There is also a brokerage active around this service. Now the Capital Development Authority (RAJUK) has taken initiative to relieve the customers from this suffering. RAJUK's design approval and RAJUK land clearance is now online. They are continuing to make 100% of the service activities online.

According to the concerned officials of RAJUK, the customers suffer the most in getting design approval and land clearance for building construction in the capital. To facilitate this service, RAJUK has taken up a project called 'Urban Resilience Project: RAJUK Part'. The project has been piloted in Gulshan area with World Bank funding. Now the applicants are getting the service sitting at home. If successful, the service will be launched in other areas under RAJUK within the next six months. Citizens say that the service activities of RAJUK will create a positive image among the people. Therefore, RAJUK has to ensure that this service is not stopped due to lack of skilled manpower.

According to the RAJUK Development Control Branch, a website of 'Urban Resilience Project' was launched at a hotel in the capital on 19 September 2021 to facilitate RAJUK's services and an agreement for electronic construction permitting system (ECPS) service was signed. The agreement was signed by ABM Amin Ullah Noori, Chairman of RAJUK, Mobasher Hossain, President of Institute of Architects Bangladesh (IAB) and Shahadat Hossain Shiblu, General Secretary, Institution of Engineers Bangladesh. Now this ECPS has been piloted in RAJUK's Sub-Zone-2 of Zone-3 (Gulshan, Mirpur, Savar, Tongi) and Sub-Zone-2 of Zone-4 in Gulshan area. RAJUK's design approval and land use clearance services is now can be found online on the website.

However, RAJUK has expressed inability to provide information on how many people have applied for or received the service till October. Resident of Dhaka city said that this online service of RAJUK is positive. However, RAJUK officials and employees need to create a positive attitude towards online services. Otherwise, citizens will have to suffer to get online services.

RAJUK Director (Development Control) Mubarak Hossain said that the system has been developed with the advice of foreign companies and skilled manpower to ensure smooth service of all construction works in a short time. As a next step, this service will be launched in sub-zone-2 of zone-6. Later, RAJUK will implement this online land clearance and plan approval service in all zones and sub-zones in phases to resolve possible errors. Then everything from the application process to the solvency certificate will be completed online. Customers can take this service at home. Besides, they will be able to deposit various service fees at their convenient time and place. Banking and mobile banking systems have also been added.

According to RAJUK, the overall objective of the project is to strengthen the capacity of government agencies in the country to respond effectively to emergencies in Dhaka and Sylhet. The secondary objective is to improve the quality of new construction work in Dhaka and Sylhet, to form and operate an Urban and Resilience Unit under RAJUK, and to establish a digital electrical construction approval system.

To this end, the Urban Resilience Project seeks to create an enabling environment for centrally coordinated and locally managed disaster risk management. The Urban Resilience Project website said that RAJUK is implementing 'Urban Resilience Project: RAJUK Part' with World Bank funding. This is one of the priority projects of Prime Minister Sheikh Hasina. Through the implementation of this project, Bangladesh, especially the RAJUK area will be able to significantly deal with the risk of earthquakes and above all an active resilient unit will monitor the capital Dhaka round the clock, who will work efficiently in dealing with emergencies like earthquakes, building collapses and fires. To know more details about RAJUK's design approval and RAJUK land clearance online please visit the official website of Urban Resilience Project – RAJUK.

With one logo ‘FaceBook’ it is very much inappropriate to accurately depict the entire organization. So Facebook's logo is changing. The logo is supposed to be put to use in the “coming weeks” within Facebook products and marketing materials.

ITS | Intelligent Transportation System to be Introduced in Roads and Highways of Bangladesh

At present due to roads and highways condition of Bangladesh, it is very difficult to say when the vehicle will reach the destination. To solve this type of problem, the government is going to introduce a system whereby the location of the car will be known from the time of arrival to the destination. This facility will be available in the country through Intelligent Transportation System-ITS.

Deployment of ITS on the roads and highways will make it possible to identify and control the vehicle's location and speed. This is the first time the Department of Roads and Highways (RHD) of the Government of Bangladesh has taken such an initiative in the country. Initially it will be launched as a pilot project on a single highway soon. All the rest highways and district roads will be covered by one after another.

The ITS is a very effective initiative for smooth travel and road safety. Although this system is working fine in overseas, now it is being introduced in Bangladesh. ITS is an advanced application which aims to provide innovative services relating to different modes of transport and traffic management and enable users to be better informed and make safer, more coordinated, and 'smarter' use of transport networks.

As per plans of the government, the highways of the country are going upgrade from two lanes to four lanes, six lanes and eight lanes. After up-gradation of the Dhaka-Chittagong national highway into four lane, everyone thought that it would reduce traffic congestion. But there is still traffic congestion on this highway. The same is true for all highways in the country including Dhaka-Mymensingh, Dhaka-Tangail.

As a result, no one can ensure when it is possible to reach the destination after the journey. Hour after hour vehicles waits on the road. If there is an accident happens somewhere, the situation become worse. To overcome such situation, ITS will be set up in various places of the country. The observation rooms will be located in important places, including the capital city Dhaka. With cameras and cables installed in the street, you can tell from far away whether there is a problem on the road.

The biggest problem with vehicles on the highway is reckless driving or high speed. The speed of the vehicle can be controlled from a distance using ITS. Normally vehicle moves at a speed of 80-90 km per hour but it need to be reduced for rain. The ITS can bring down the speed to 40 or 50 in such case. Apart from this, the authorities can take any action as they know the exact position of the vehicle.

If an accident happens at anywhere on the streets, it can be reported to the highway police or traffic police immediately. Proper action can be taken. The injured will be removed from the car or transported to the hospital if needed. In addition, if a car crosses the speed limit on a road, it can be observed. If huge number of vehicles drives on a single road, the department will then provide direction for other vehicles to use an alternate route.

The ITS can save details including picture of a vehicle on the road. Because of this, when a car is hijacked or lost it will be easier to find stolen car using ITS. Crimes will be reduced on road and highways if this method is introduced. Not only that, with the help of this method it is possible to control the movement of non-fitness or extra weighing cargo. If any vehicle violates the law, the police can take immediate action and send cases and letters to be punished and sentenced. There is no need to stop the car without special reasons on the way. The work of a responsible policeman can be easier if this method is introduced.

A team is working to launch the Intelligent Transport System-ITS primarily on the Dhaka-Chittagong or Dhaka-Tangail highways which has been funded by a South Korean company KOICA (Korea International Cooperation Agency). A KOICA team is now conducting two highways inspections based on a proposal in the 2017. Later, it was decided that this method would be started on Dhaka-Chittagong highway. A meeting was held at the Ministry of Road Transport and Bridges last month. This project will start as a pilot project to implement ITS. After its success the RHD wants to bring all the highways and district roads under this system. During the period from 2020 to 2023, KOICA and the Bangladesh government will finance together to implement the ITS project.

The ITS aims to improve traffic safety, relieve traffic congestion, reduce air pollution, increase energy efficiency, and improve homeland security. If this system can be implemented to the roads and highways of Bangladesh, it will be a smart achievement in the communication sector of the country.

FaceBook's AI Tool | Facial Recognition System

Facebook's Artificial Intelligence (AI) Research Team has developed a tool that can fool the Facial Recognition System. This will prevent identifying anyone faces by mistake from a video. This system is called 'de-identification' system. It also works on live video. The main facial feature of a video's content is changed using machine learning in the system.

A report by famous tech website VentureBeat says, face recognition may cause privacy issues. In addition, there may be abuse of technology such as changing the facial appearance of the video. Facebook's new tool will prevent such type of misuse. Earlier the de-identification system used on images.

This tool will be presented at a conference called ‘International Conference on Computer Vision’ in Seoul, South Korea, next week. The tool of facial recognition has been announced when $ 35 billion class action lawsuit against Facebook is not over.

According to an IANS report, Facebook has had a $ 35 billion class-action lawsuit in the US state of Illinois. Facebook requested to dismiss the facial recognition related lawsuit case in the state. But a three-member of San Francisco judge panel rejected Facebook’s appeal.

The complaint stated that Facebook did not seek permission before identifying people images by scanning of Illinois people. They did not even know how long that information would be stored on Facebook. Facebook has begun mapping their facial identities since the beginning of the 2011.

If Facebook loses in this case, then they have to pay every person a fine from $ 1,000 to $ 5,000. For total 7 million users FaceBook will have to pay around $ 35 from their pocket.

The judge in the court said that facial recognition software violates a person's personal affairs and factual preferences. This violates the Illinois Bio-metric Information Privacy Act.

Now we can wait and see what’s going to happen next!

RS Khatian Online System in Bangladesh | RSK

Earlier, peoples were able to collect different records of land such as SA, CS, BRS Copy / Porcha / Khatian / Certified copies etc from the Union Parishad Digital Center after a week of application. But now people will be able to get the PDF copy of RS Khotian of land in just 5 minutes through online. The Land Ministry of the Government of Bangladesh has recently launched this online system.

Khatian is a type of document about the land identity. The official document containing the details of the land which is prepared by the government survey is known as Khatian. In Khotian there is a clear description of the landowner's name, father's name, address, ownership details, land area, name of mouza, serial number (JL number), boundary, land category, occupier's name, portion, etc. When a copy of Khatian is made on a separate paper sheet is called Porcha.

The Khatina is a very important land related document. If anybody wants to buy land then he must verify the design made during the survey, exact land area, mouza, khatian and daag (plot) numbers. The buyer must verify the porcha. After purchasing any land the khatian / porcha may be required any time. Any problem with the Khaitan or Porcha may hinder the ownership sale of land. So any problem with this kind of documents must be fixed. Identification of land is required to determine the ownership which is very important. Khatiyan is required to collect pay development tax, proof of occupation, transfer, ease of dispute settlement, preserve land ownership history, share land, account, class, etc for the purpose of verification of land sale.

The previous method of withdrawal of Khatian in Bangladesh:
Earlier after applying at the district land head office, it took about one to two months to get a handwritten certified Khatian copy after inspection. Brokers or intermediaries took this opportunity to deliver Khotians for money. They used to get hundreds of thousands of money from ordinary people who need that important document.

In order to relieve the sufferings as a pilot project the Assistant Deputy Commissioner of Jessore Mr. Mustafizur Rahman took initiative to provide land khatian / porcha through online application. After success of this pilot project in Jessore, later in November of the same year, initiatives were taken to provide the service through counters, server room setup in the remaining 63 districts of Bangladesh. In that case, the applicant had to go to the district land headquarters.

Next year the application process started from the Information Service Center of the Union Parishad digital center. Later the E-Land Record Service (ELRS) system was introduced as a pilot project in thirty Union Information Services Centers under Sirajganj district. After getting positive feedback from the users, the Ministry of Land launched the service from all the Union Parishad Digital Information Centers across the country.

The RSK (R S Khatian) method:
Although the application was made from the Union Information Service Center through ELRS system, there was not any immediate system to get the Khatian / Porcha copy. After one week it had to be collected from the Information Services Center. Considering some of the situations, the complexity and longevity of obtaining Khatian, costing, reducing broker’s problems, making geostationary services more transparent and accountable and to provide easy service which would be accessible to all, Initiatives have been taken to implement the RSK system thorough the whole country.

With the help of the a2i project under direct supervision of the Prime Minister's Office the RS Khatiyan (RSK) Online Opening Program was inaugurated at the Secretariat on February 23, 2019 with the slogan 'Hater Muthoy Khatian'. Now this service can be obtained through online at land.gov.bd or rsk.land.gov.bd or www.minland.gov.bd or via the RS Khotian mobile app.

There are approximately 61,500 mouzas (except three hill tract districts) in the country. Of these, the survey of 41,000 mouzas has been completed. Nearly 1,64,00000 RS Khotians of 32,000 Mouzar's has been uploaded online. Survey activities are an ongoing process and the remaining khatians will be uploaded soon on the server. Also after completing the survey, the final Gazette of Khotians will be uploaded. Robot vs Human in the Workplace | WHO WILL WIN

Robots are now taking over the workplace of the human. According to Global Analyst McKinsey, analyzing 800 jobs in 46 countries across the world says, by 2030, 80 million jobs in the world will be left in the hands of robots. So now those who are studying at school and college or thinking about get admitted to the university. Be ready, Robots are coming, new challenges are coming!

In Dubai McDonald's there is no man to take an order. Customers can order and pay by themselves. This is the journey to the future! After few days the menu will probably be over the restaurant table. There you will order, pay and keep sitting. After cooking food in the kitchen robots will send food to your table!

Those who spend a lot of time on the Internet, but they are already facing robots identifying problems 'test of humanity'. By checking the box 'I'm not a robot' or by filling the captcha, you can verify that you are a robot or a computer program which is also a virtual robot! In the 1920s, Czech playwright Carle Chapek used the first word of robot in his RR drama, the 'unrestricted workers robots' rebelled and went down to wipe out mankind! There may still be a lot of time left for a man-made horror robot of science fiction. But in the meantime robots have become rivals in many places.

They have already replaced McDonald's in Dubai or many hotel cleaner jobs in China. The percent of working with robots will increase even more in the future. Think of Amazon's biggest store in the world. There are now only one hundred thousand robots! By the year 2019 this number could be more than one and a half million. The number of people workers in the Amazon warehouse is 1,25,000.

On one side the development of technology reduces employment. Before the rise of Silicon Valley in 1990, the market capitalization of the heavy industries capital Detroit was US$ 3,660 billion, the revenue was US$ 25 billion, and the number of workers was 1.2 million. In 2014, the market capitalization of the top three companies of Silicon Valley was US$ 1.19 billion.

Revenue is approximately US$ 24,700 billion but the number of workers is 10 percent only which is around 1,37,000 only. At the end of the first three months of 2018, the market capitalization of the top three companies of Silicon Valley doubled to US$ 2 trillion, but their number of workers did not double. Just a few years ago 55 employees created a Facebook software called WhatsApp Communication bought US$ 11 billion!

21-year-old Nisha Scott took a job in Amazon in 2016. His job was to fill items in small boxes from one place to another. Now she watches over three robots that do her work! After a few days maybe Nisha will be replaced by a robot. In this way robots are constantly entering our youth market. According to Global Analyst McKinsey, by analyzing 800 job analyzes in 46 countries, the world will have 80 million jobs by 2030, with the robot hand. Food operators like machine operators, cleaners, drivers, cashiers and McDonald's will lose the most jobs.

Who will survive this fight?

According to McKinsey's report, the tasks that are 'human' will survive. Caretakers, Health workers, Lawyers, Teachers, and even gardeners in gardens apart from this, a lot of new areas will be created where 'human interaction' will be needed more. For these, there will be three main weapons to survive - possessing critical thinking, problem solving skills and creativity.

Facebook is the only product in the history of human civilization, which uses by one third of the entire human race. A new workspace has been built based on social media. There a large group of people working in the field of marketing, communication etc will be active in the future. Some worker will sitting on the desk opening FaceBook as their job duty. As a result, the work of computer programmers will also increase. After two years in America and Europe, the number of 20 million programmers will remain vacant, and more than 60 million computer security experts will be required.

Thanks,
