IT Business Incubator in CUET Campus

Under the Sheikh Kamal IT Business Incubator project, a 10-story incubation building with an area of ​​50,000 sq ft and a 6-storey multipurpose training building of 36,000 sq ft have been constructed on about 5 acres of land inside the CUET campus in Chattogram.

 

Incubation buildings include:

Startup Zone, Idea / Innovation Zone, Industry-Academic Zone, Brainstorming Zone, E-Library, Data Center, Research Lab, Bangabandhu Corner, Exhibition Center, Video Conferencing Room, Conference Room etc.

There is an Artificial Intelligence (AI) lab, a machine learning lab, a big data lab, an optical fiber backbone, a sub-station and a solar panel to facilitate the work of entrepreneurs and researchers.

There are also separate corners for banks and IT firms, state-of-the-art cyber cafes, food courts, cafeterias, recreation zones, maker spaces, display zones, press or media coverage zones, own parking facilities, etc.

On the other hand, the multipurpose training building has a well-equipped auditorium with a capacity of 250 people and 8 separate computer lab cum seminar rooms with a capacity of 30 people. Besides, two separate dormitory buildings (1 female and 1 male) with 4 floors each covering an area of ​​20,000 square feet have been constructed. Each dormitory has 40 rooms. In addition, a state-of-the-art research lab with two mini supercomputers will be set up soon.

According to CUET sources, the Prime Minister is expected to inaugurate the Sheikh Kamal IT Business Incubator, Sheikh Jamal Dormitory and Rosie Jamal Dormitory by joining online from the edge of Ganobhaban. Sajeeb Wazed Joy, Information and Communication Technology Adviser to the Prime Minister will also be present on the occasion. State Minister for Information and Communication Technology Junaid Ahmed Palak MP will deliver the welcome address. The event will be held simultaneously on online platforms from Ganobhaban, Ministry of ICT and CUET three ends.

Chittagong University of Engineering & Technology (CUET) is the only institution of technical education of the south-east region of Bangladesh. It is situated on 163 acres of land blessed with natural settings and only 25 km away from the city of Chittagong. With existing urban facilities comprised of expert faculty of the Departments of Computer Science & Engineering (CSE), Electrical & Electronic Engineering (EEE), Department of Electronics & Telecommunication Engineering (ETE) and Institute of Information & Communication Technology (IICT) as well as the students having brilliant academic track records, CUET is an ideal place to set up ICT incubator In addition, the CUET authority has shown its keen interest to set up ICT incubator in the university campus.

The officials from the MoICT and BHTPA identified a suitable section of land of about 25 acres in the CUET campus which is alongside the Chittagong-Kaptai road secured by a boundary wall at road side. In order to establish ICT incubator at CUET the amended (PPNB) has been approved by the economic department on 8th November 2012. As per the directions of economic department the amended PPNB has been sent to the finance ministry through ICT ministry for promulgating government order.

Objectives:

• To turn the newly graduated students from the ICT related disciplines market ready of global competence.
• To provide favorable environment of ready infrastructure to foster potential entrepreneurship in the ICT sectors.
• To mitigate the crisis of skilled manpower in the ICT field.
• To foster linkages between industry and university for effective technological research and invention.
• To promote knowledge based software industry to realize digitally enabled Bangladesh.

RAJUK Land Clearance and Design Approval through Online

The number of citizens in Dhaka who have not been embarrassed to get land use clearance and design approval services for building construction is very low. According to the prevailing rules, one has to apply for design approval and land use clearance. But no one knows when the approval will come. Month after month, files move from one table to another. In some cases, the whereabouts of the file are not available. Again, the citizens were cheated on various pretexts. There is also a brokerage active around this service. Now the Capital Development Authority (RAJUK) has taken initiative to relieve the customers from this suffering. RAJUK's design approval and RAJUK land clearance is now online. They are continuing to make 100% of the service activities online.

According to the concerned officials of RAJUK, the customers suffer the most in getting design approval and land clearance for building construction in the capital. To facilitate this service, RAJUK has taken up a project called 'Urban Resilience Project: RAJUK Part'. The project has been piloted in Gulshan area with World Bank funding. Now the applicants are getting the service sitting at home. If successful, the service will be launched in other areas under RAJUK within the next six months. Citizens say that the service activities of RAJUK will create a positive image among the people. Therefore, RAJUK has to ensure that this service is not stopped due to lack of skilled manpower.

According to the RAJUK Development Control Branch, a website of 'Urban Resilience Project' was launched at a hotel in the capital on 19 September 2021 to facilitate RAJUK's services and an agreement for electronic construction permitting system (ECPS) service was signed. The agreement was signed by ABM Amin Ullah Noori, Chairman of RAJUK, Mobasher Hossain, President of Institute of Architects Bangladesh (IAB) and Shahadat Hossain Shiblu, General Secretary, Institution of Engineers Bangladesh. Now this ECPS has been piloted in RAJUK's Sub-Zone-2 of Zone-3 (Gulshan, Mirpur, Savar, Tongi) and Sub-Zone-2 of Zone-4 in Gulshan area. RAJUK's design approval and land use clearance services is now can be found online on the website.

However, RAJUK has expressed inability to provide information on how many people have applied for or received the service till October. Resident of Dhaka city said that this online service of RAJUK is positive. However, RAJUK officials and employees need to create a positive attitude towards online services. Otherwise, citizens will have to suffer to get online services.

RAJUK Director (Development Control) Mubarak Hossain said that the system has been developed with the advice of foreign companies and skilled manpower to ensure smooth service of all construction works in a short time. As a next step, this service will be launched in sub-zone-2 of zone-6. Later, RAJUK will implement this online land clearance and plan approval service in all zones and sub-zones in phases to resolve possible errors. Then everything from the application process to the solvency certificate will be completed online. Customers can take this service at home. Besides, they will be able to deposit various service fees at their convenient time and place. Banking and mobile banking systems have also been added.

According to RAJUK, the overall objective of the project is to strengthen the capacity of government agencies in the country to respond effectively to emergencies in Dhaka and Sylhet. The secondary objective is to improve the quality of new construction work in Dhaka and Sylhet, to form and operate an Urban and Resilience Unit under RAJUK, and to establish a digital electrical construction approval system.

To this end, the Urban Resilience Project seeks to create an enabling environment for centrally coordinated and locally managed disaster risk management. The Urban Resilience Project website said that RAJUK is implementing 'Urban Resilience Project: RAJUK Part' with World Bank funding. This is one of the priority projects of Prime Minister Sheikh Hasina. Through the implementation of this project, Bangladesh, especially the RAJUK area will be able to significantly deal with the risk of earthquakes and above all an active resilient unit will monitor the capital Dhaka round the clock, who will work efficiently in dealing with emergencies like earthquakes, building collapses and fires. State Minister of Information and Communication Technology (ICT) Mr. Junaid Ahmed Palak has said that Block Chain can be one of the investment sectors in Bangladesh. On 6th October he made the remarks at a press conference on "International Block chain Olympiad (IBCOL-2021)" to be held in Dhaka from October 8 at the BCC Auditorium of ICT Tower in Agargaon, Dhaka. Junaid Ahmed Palak said, "Startups in our country are having a lot of success and have brought in over 500 million foreign investments in the last five years."

Palak said universities and educational institutions need to come forward to encourage block chain and include block chain in their curriculum. We are going to set up more than 5,000 new Sheikh Russell Digital Labs so that the teenagers of this country can know about a futuristic technology like block chain.

He further said that a state-of-the-art Sheikh Russell Digital Lab is being set up in the country to empower the present and future generations of children and adolescents in future technology. The country has already set up 8,000 "Sheikh Russell Digital Labs". More 5,000 Labs and 300 "Schools of the Future" are being set up. There are also plans to set up 10,000 more "Sheikh Russell Digital Labs" in the future and another 5,000 Sheikh Russell Digital Labs at an early stage. Through which millions of students are being educated in information technology.

"We want to build a middle-income country in 2031, a high-middle-income country in 2031 and a developed Bangladesh in 2041," Palak said. The specific target set by the people's leader Sheikh Hasina is that now the GDP size of 350 billion dollars will be 700 billion dollars in 2031 and 1 trillion dollars in 2041. Now beside the income from our garment industry, the income of our expatriate workers, agriculture and all the other labor-dependent industries, Sheikh Hasina wants to build a knowledge-based society and a technology-based economy. And we have far-reaching plans for all of this. And as part of that plan, we chose "block chain technology."

Mentioning that digital Bangladesh is no longer a dream, the state minister said, 160 million people are now able to enjoy the benefits of Digital Bangladesh. In the last 12 years, the four pillars of the "ICT sector" have stood on a solid foundation under the leadership of Sajeeb Wazed Joy, the Prime Minister's Adviser on ICT. Around 1.5 million young people across the country are contributing to the ICT industry by working in the software, hardware and BPO sectors. In the last 12 years, it has been possible to create employment for 1.5 million young people, while the ICT industry, which was only 26 million Dollars before 12 years, has now grown to 1.3 billion Dollars.

Connected online, the president of the Hong Kong Block chain Society, Doctor Lawrence Ma thanked Bangladesh for successfully hosting the International Block chain Olympiad (IBCOL). He hopes that through this arrangement, it is possible to find advanced technological solutions through the use of block chain technology. Twelve winning teams of "Blockchain Olympiad Bangladesh 2021" are participating in this year's Bangladesh episode organized under the theme "Inspirational Empowerment and Innovation". The International Blockchain Olympiad (IBCOL) is specially organized every year for the younger generation. The much-anticipated Olympiad, which started in Hong Kong, is going to be held in Bangladesh for the first time outside Hong Kong. Students from all over the world are participating in this global competition to become winners. Prizes worth a total of more than 40,000 Dollars have been awarded to the winners. Many national and international block chain experts will join the event as judges and speakers. Digital Device and Innovation Expo 2019 | Made in Bangladesh

For the first time the 'Digital Device and Innovation Expo-2019' under the title “Made in Bangladesh” is being organized in the country. The three days expo will begin on Monday (October 14th 2019) at the Bangabandhu International Conference Center in the capital city Dhaka. The organizers of the event announced and highlighted the latest preparations for the event on 13th October. Prime Minister’s ICT Affairs Adviser Sajeeb Wazed Joy will inaugurate the exhibition.

More than two hundred stalls and pavilions have been organized in eight different zones under the title of 'Made in Bangladesh'. Around 200 exhibitors will participate in this event. Exhibitions will be open from 10.00 am to 8.00 pm daily for everyone. Registration is free for everyone. Various seminars and exhibitions for visitors will be organized on the fair.

That was - digital devices will be made in our country and those products will be export abroad by the 'Made in Bangladesh' tag line.

The minister said 'We took that challenge. Since then I have been working on this expo, led by the Prime Minister's ICT Advisor Sajeeb Wazed Joy and this is going to be real.’

Referring to the government's various initiatives in the preparation of digital devices, the Minister said that to innovate digital devices, we have to pay high import tariff on different types of raw material. The government has reduced the tariffs on the import of such raw materials. Some of which dropped down to zero.

As a result, digital device manufacturers have grown in the country in recent years. Many of them have already begun production and export. Through this, a large number of jobs are going to be created for our younger generation.

Hosne Ara Begum, chairman of the Expo co-organizer, Bangladesh High Tech Park Authority, said, ‘For the first time we are organizing together with BASIS. We are now much more capable in ICT. That's what we want the world to know. At the same time I want to make the younger generation more involved with ICT.’ The BCS president Shahid-Ul Munir, said ‘We are proud to be a partner with the event. We believe some great initiatives will come up through this 'Digital Device and Innovation Expo-2019.

RS Khatian Online System in Bangladesh | RSK

Earlier, peoples were able to collect different records of land such as SA, CS, BRS Copy / Porcha / Khatian / Certified copies etc from the Union Parishad Digital Center after a week of application. But now people will be able to get the PDF copy of RS Khotian of land in just 5 minutes through online. The Land Ministry of the Government of Bangladesh has recently launched this online system.

Khatian is a type of document about the land identity. The official document containing the details of the land which is prepared by the government survey is known as Khatian. In Khotian there is a clear description of the landowner's name, father's name, address, ownership details, land area, name of mouza, serial number (JL number), boundary, land category, occupier's name, portion, etc. When a copy of Khatian is made on a separate paper sheet is called Porcha.

The Khatina is a very important land related document. If anybody wants to buy land then he must verify the design made during the survey, exact land area, mouza, khatian and daag (plot) numbers. The buyer must verify the porcha. After purchasing any land the khatian / porcha may be required any time. Any problem with the Khaitan or Porcha may hinder the ownership sale of land. So any problem with this kind of documents must be fixed. Identification of land is required to determine the ownership which is very important. Khatiyan is required to collect pay development tax, proof of occupation, transfer, ease of dispute settlement, preserve land ownership history, share land, account, class, etc for the purpose of verification of land sale.

The previous method of withdrawal of Khatian in Bangladesh:

Earlier after applying at the district land head office, it took about one to two months to get a handwritten certified Khatian copy after inspection. Brokers or intermediaries took this opportunity to deliver Khotians for money. They used to get hundreds of thousands of money from ordinary people who need that important document.

In order to relieve the sufferings as a pilot project the Assistant Deputy Commissioner of Jessore Mr. Mustafizur Rahman took initiative to provide land khatian / porcha through online application. After success of this pilot project in Jessore, later in November of the same year, initiatives were taken to provide the service through counters, server room setup in the remaining 63 districts of Bangladesh. In that case, the applicant had to go to the district land headquarters.

Next year the application process started from the Information Service Center of the Union Parishad digital center. Later the E-Land Record Service (ELRS) system was introduced as a pilot project in thirty Union Information Services Centers under Sirajganj district. After getting positive feedback from the users, the Ministry of Land launched the service from all the Union Parishad Digital Information Centers across the country.

The RSK (R S Khatian) method:

Although the application was made from the Union Information Service Center through ELRS system, there was not any immediate system to get the Khatian / Porcha copy. After one week it had to be collected from the Information Services Center. Considering some of the situations, the complexity and longevity of obtaining Khatian, costing, reducing broker’s problems, making geostationary services more transparent and accountable and to provide easy service which would be accessible to all, Initiatives have been taken to implement the RSK system thorough the whole country.

With the help of the a2i project under direct supervision of the Prime Minister's Office the RS Khatiyan (RSK) Online Opening Program was inaugurated at the Secretariat on February 23, 2019 with the slogan 'Hater Muthoy Khatian'. Now this service can be obtained through online at land.gov.bd or rsk.land.gov.bd or www.minland.gov.bd or via the RS Khotian mobile app.

There are approximately 61,500 mouzas (except three hill tract districts) in the country. Of these, the survey of 41,000 mouzas has been completed. Nearly 1,64,00000 RS Khotians of 32,000 Mouzar's has been uploaded online. Survey activities are an ongoing process and the remaining khatians will be uploaded soon on the server. Also after completing the survey, the final Gazette of Khotians will be uploaded. As a result people will no longer need to run at the Land Office or DC Office to get an online or certified copy of Khatian.

How to get online RSK service:

• Just follow the steps, go to the link: https://www.land.gov.bd/pages/R-S-Khotian/
• An online application page will appear (see the below screenshots). Select name of your Division, Districts, Upazila and Mouja from the dropdown menu.
• Then tick on Khatian number and provide the Khatian number, or other asking information, the name of the owner or the name of the father or husband should be given.
• After providing all of information’s, complete the sum and type the result in the box.
• Then press the Khujun (Find) button.
• All details of your desired RS khatian of land will appear. There will be two link buttons called 'Apply for certified copy' or 'Apply for online copy'. Select whichever you want.

Obtain certified RS Khotian copy:

• For the certified hard copy of RS ​​Khatian, press the first button. Then a new page will appear. There will be ‘general’ or ‘urgent’ delivery mode, delivery from ‘office counters’ or by ‘post’. Select your desired options.
• Then fill up the form with name, mobile number, NID card number, e-mail address, postal address etc.
• Normal delivery will take five days and emergency delivery will take three days.
• Delivery charge will not apply if khatian copy taken from office counter. In this case a fee will be charged amount of Taka 22 or 27 which is payable by UCash.
• If you take delivery by the post office, you have to pay a total of 72 or 77 taka by UCash. After providing the fees your certified RS khatian copy will be delivered at your door step.

Obtain RS Khotian PDF copy:

• If you want to take online PDF copy, click on the 'Apply for Online Copy' button.
• In the page, the above mentioned same form must be filled up providing the name, mobile number NID number, e-mail ID etc.
• Then click on the print button below. The online RS khatian copy will be open in a new page as PDF. It can be downloaded or printed.

RS Khatian service using mobile app:

• Download the app called 'RS Khotian' from Google Play Store using your Smartphone. The app will be open when it is downloaded and installed. Now the same application system as described above will show up. Just follow the instructions and get your RS Khatian copy.

There are also tracking facilities when you applied for certified RS Khatian copy. To track your copy, go to the link: https://www.land.gov.bd/pages/R-S-Khotian link or open the app. In the Tracking Box option fill the form providing your application ID, mobile number and sum result click on the Find (Khujun) button. You will see the current location of your certified copy.

Formula Student UK, one of the best names in the competition in the world's automotive sector. It is the Europe's most established educational engineering competition. More than three thousand students of the University from around the world take part in the 'One Sitter Racing Car' competition. For the first time, 'Team Primes’ a group of Bangladeshi students are going to take part in this competition in the artistic engineering competition. The 31-member group of Ahsanullah University of Science and Technology (AUST) will visit “Silverstone Circuit” ground at Northamptonshire from 17th to 21st of July in Britain. All members of 'Team Primes' are desperate to take victory. Besides, these young people are waiting for the opportunity of acquiring knowledge.

The journey of Team Primus to fulfill the dream was not easy. All the members worked really hard. The first thing was need of a '600-710 cc engine. But at present the maximum import approval from the government is only '165 cc' in Bangladesh. In this situation, the request was made by the team to import the desired engine to the government. It took a lot of time to get the permit to buy the engine.

The inconvenience of the raw materials to build the body of the racing car was the second challenge. The required raw materials were brought from India to build the whole racing car as per their design and calculation.

Team Primus said that it was a long-standing dream of presenting Bangladesh in Formula Student UK competition. Initially 21 students of the Mechanical Engineering Department, 5 of the Department of Industrial and Production Engineering, 3 of the Department of Electrical and Electronics Engineering and two teachers together formed the team.

Team Primus got the opportunity with Business Logic Case - BLC. Through the BLC they informed about the cost of production of their cars, subscribers, numbers of products produced annually and the possibility of marketing. Later in the final competition through submission of few more reports, they are participating as the first and only team from Bangladesh.

Team Primus is in the 2019 CLASS 1 CONFIRMED LIST. In Class-1 category there are total 86 final participants and in Class-2 there are total 37 participants. The TEAM PRIMUS will compete with some best teams coming from top class universities around the world. See the below screenshot (Click on the Images to enlarge).

About IT Business Incubator in CUET Campus

The country's first IT business incubator is going to be established in CUET (Chittagong University of Engineering and Technology) campus soon. At the university level, this type of IT business incubator is being built only in CUET. The construction work of this incubator will start in the beginning of July inside the campus area on 5 acres of land.

The government has taken up the project to build an IT business incubator in CUET to make the country's capacities affordable and to develop skilled manpower in ICT sector. On 6^th June 2017, the Prime Minister Sheikh Hasina approved the project at the meeting of ECNEC (Executive Committee of the National Economic Council).

Under the supervision of Bangladesh High Tech Park Authority (BHTPA), the decision was taken to implement the project from July 2016 to July 2019. At that time the cost of this project was estimated to be near 77 crore taka.

However, the construction of IT Business Incubator could not be started at the time fixed due to the replacement of some officials associated with the implementation of the project, and due to the complexity of appointment of consultant organizations.

Although the initiative to build this IT Business Incubator in CUET campus was stuck due to some complications. Recently, all of these complications have been resolved for the efforts of the State Minister for Information and Communication Technology Junaid Ahmed Palak. Hopefully it will be possible to start building the country's first IT business incubator in early July.

Construction work is going on after some years of taking up the project - that's why the cost of construction may be slightly increase.

Small details about the IT business incubator:

• Total land area for the project is 5 acres.

• Up to 7 floors of the 10 storey’s building will be used as incubation building.

• There will be a total of 35,000 square feet space of 5000 sq ft on each floor.

• In addition to the incubation building, two dormitories (1 for men, 1 for women) building will be built up to 4 floors on 6 storied foundations.

• There will be a total of 40,000 square feet space, 5000 sq ft on each floor.

• A multipurpose training center building will be built up to 6 floors on 8 storied foundations.

• Total 36,000 square feet space, 6000 sq ft on each floor.

IT Business Incubator will bring revolution in the technology sector. The youth of our country is running behind the job. They cannot show the courage to be an entrepreneur due to various limitations. This IT Business Incubator will help students become entrepreneurs in the technology sector.

CUET's IT Business Incubator will open the door for potential young people for creative youth. Anyone here can bring any kind of creative idea. Using this idea the responsibility to create a productive product is up to the incubator authority.

The students of our country are very meritorious and hardworking. A revolution in the country's technology sector will happen if they get proper training and new invention facilities through IT Business Incubator in CUET campus. In the IT sector, local capacity will increase multiplied.
